Council vs Private Pest Control: Which Should You Use in London?
Published 15 April 2026
Most London boroughs offer some form of pest control service, but council pest control has changed significantly over the past decade. Cuts to local authority budgets mean many boroughs now charge for services they once provided free of charge — and some have withdrawn certain treatments entirely.
Here’s a practical comparison to help you decide which route to take.
What Do London Councils Offer?
Services vary significantly between boroughs. Generally, councils offer:
- Rats and mice: Most boroughs will treat rodent infestations, typically with rodenticide placed in bait stations. Some charge; some remain free for residents (not tenants of private landlords in all cases).
- Wasps: Some boroughs treat domestic wasp nests; others have withdrawn this service entirely and refer residents to private contractors.
- Bed bugs, cockroaches, fleas: Most councils have withdrawn treatment for these pests or charge commercially comparable rates for them.
- Foxes: Almost no councils actively treat foxes; most refer to the RSPCA or private contractors.
- Pigeons: Councils typically don’t offer pigeon proofing or control for domestic properties.
To find out exactly what your borough offers, search “[your borough] pest control” or call the council’s environmental health department.
Council Pest Control: Advantages
Cost: Where free or subsidised services still exist, this is the obvious advantage. Council treatment for rats in boroughs like Lewisham and Southwark may be free for certain resident categories.
Authority: For problems in communal housing or shared spaces, council pest control carries enforcement weight that a private contractor doesn’t. If your landlord is unresponsive to a pest problem, reporting to environmental health puts statutory pressure on them.
Council Pest Control: Disadvantages
Speed: Council booking systems typically operate on 5–10 working day timescales for non-emergency calls. Private contractors — including same-day services — are far faster if you need urgent attendance.
Limited scope: Many councils only treat inside the property boundary. Burrows under a shared wall or rats in a communal garden may be out of scope.
Pest type restrictions: If you have bed bugs, cockroaches, fleas, or a wasp nest, your borough may simply decline to help or quote the same rates as a private contractor.
Follow-up: Council pest control often provides fewer follow-up visits than private companies. A standard residential rodent treatment typically requires 2–3 visits; councils sometimes offer 1–2 and consider the job closed.
Documentation: For landlords and food businesses who need documented treatment records for compliance purposes (EHO inspections, BRC audits), council pest control often doesn’t provide the level of documentation that private contractors do.
Who Should Use Council Pest Control?
Council pest control makes most sense if:
- You’re a council tenant with a rat or mouse problem
- Your landlord is disputing responsibility and you need to involve environmental health
- Cost is the primary concern and you can wait for the booking
Who Should Use a Private Contractor?
A private BPCA-accredited contractor makes more sense if:
- You need same-day or next-day attendance
- Your pest type isn’t covered by your council (wasps, bed bugs, cockroaches, fleas)
- You’re a landlord or business owner needing documentation
- You want a re-treatment guarantee if the problem recurs
- You want proofing work done alongside the treatment
A Note on Tenancy
If you’re a private tenant, your landlord is responsible for pest control in most circumstances (see our guide on landlord pest control responsibility). You can contact the council’s environmental health team to put statutory pressure on your landlord, but council pest controllers may not treat a private tenancy directly.
If you’re a homeowner, council services are available to you but tend to be slower and more limited in scope than private options.
